and policy management systems and the service providers that service those enterprises also have their own policies and policy management systems Supporting communications across enterprises over the service provider networks requires that the policy management systems negotiate as peers in order to agree on how the traf c that crosses the various networks should be managed Therefore, it is not possible for a single policy management system to be in control of the policy management functions across all of these networks One of the challenges in peer-to-peer policy management architectures is negotiating policies across domains that are administered independently Such negotiations are necessary for coordinating policy enforcement in support of communications across different domains For example, we can consider two enterprises that need to set up a secure collaborative environment (eg a virtual private network) between them In order to accomplish that, the two organizations need to negotiate a common policy that de nes how the secure collaboration will be achieved Such a policy may de ne the encryption mechanism to be used when communicating across the domains, the size of keys to be used, the authentication mechanisms to be used, and so on Each of the enterprises may have its own policies for supporting secure communications within the enterprise If the two policies in each of the domains do not overlap (for example if they do not share or support a common encryption mechanism that they typically use for secure communication), it may be impossible for the two domains to agree on a common policy to be used for secure communication across the two domains Assuming that the policies in the two domains overlap in the types of functions and parameters that they allow, then policy negotiation may be possible by selecting the common subset supported by both domains When more than two parties are involved in the negotiation it is even more complicated to negotiate a common policy that is agreeable across all domains Such negotiations typically occur today in an of ine fashion among the administrators of the different enterprises This is a slow and error-prone process The policy management approach provides an environment for automating such a process De ning the protocol that can be used for negotiating policies across independent domains is still an open research problem 6242 Hierarchical Architecture The alternative distributed policy management architecture is the hierarchical architecture In the hierarchical architecture (as in the peer-to-peer architecture), each policy manager is responsible for managing a network domain which may contain one or more network devices The difference in the hierarchical architecture is that the different domains are not independent administratively There is a relationship among the policy managers of each domain re ected in the hierarchy This hierarchy affects how the various policy managers coordinate In the hierarchical architecture there is a policy manager that is at the top of the hierarchy and is responsible for specifying global policies that need to be enforced across the entire network Each policy manager in the network is responsible for doing its part in support of the global policies that the policy manager at the top of the hierarchy speci es The topmost policy manager is also responsible for coordinating functions in response to changes that affect the entire network This is achieved by requiring that each policy manager share with the topmost policy manager all events and data that may be of interest to other domains The topmost policy manager is then responsible for sharing those events and data as appropriate Each policy manager typically is also responsible for local policies that are speci c to the domain the policy manager is managing Such policies may not need to be coordinated across multiple domains with other policy managers Figure 64 shows an example architecture in which there is a policy manager for the top domain in the hierarchy and multiple policy managers in domains lower in the hierarchy It.
